Dallas - Texas - Certification of Notary

I have a power of attorney that was notazied by a local notary here in Dallas. This power of attorney needs to be certified by the Brazilian consulate , which requires the notary to be "certified by the Secretary of State / County Clerk" ( I believe this is to confirme that he is really a licensed Notary ).
Can you please advise if you heard that and where / who I should see to have this " Notary Certification " here in Dallas Texas. Your soonest reply and help would be highly appreciated.
