With all due respect, in my professional opinion, anyone with any reading skills can pass the NNA certification test. Heck, you don't even need to be a notary to take and pass it!! I have found, as others have too, that their test questions are word for word what's in the manual. If you can read, actually skim, the manual, you can answer every question on their exam.
The National Signing Agent Registry has a certification exam of sorts. It is called a Proficiency Skills exam and is not taken directly from any manual. The questions are made up from real world notary signing agent experience. The test is not easy to pass, as many can attest to. You need to know your trade and have plied it for a while. Someone with only a couple of months experience and a few signings probably would fail the test.
Because the test tests proficiency, many title companies have warmed to it. They know a Signing Registry member who has taken and passed the Proficiency Skills exam, probably knows what they are doing and have experience to back them up. Also, the certification, if you will, does not expire. Signing Agents don't unlearn skills, so why should a certification terminate in some arbitrary length of time? (Two years for the NNA!)
P.S. You do not have to be a member of the Signing Registry (NSAR) to take the exam. However, membership is recommended. Nor do you need to purchase the training manual. Members do get a discount on the exam as well as the Proficiency Skills Training Manual.
