I make no comment about the quality of the course referenced above, as I have no first had experience. I ran a search on the website of my zipcode, centrally located in Los Angeles CA. Within a 25 mile radius, of probably the most highly concentrated area in the nation for notaries, there are exactly three people on the site.
This tells me that the web site is not likely to be a great source of referrals, and in return, if "name recognition" is the intent of certification, not much cachet will come from this certification...
Again it goes back to the intent of your reasoning for "certification", that I addressed above.
