Actually, if the document is notarized in WA, the WA notary is to follow WA notary law, regardless of where the document is going to be filed. The same holds true for the CA notary.
Recently I notarized documents that were prepared in Utah, and were going to be filed in Utah, but the notary certificates were not what I could use, thus I replaced them with CA compliant wording. I took the initiative to advise my client why I did so, That way when the Utah attorney received them, they could pass the information along to the Utah attorney. Fortunately, my client was a tax preparer and understood about the CA regulations, etc.
