I just adopted 2 ferrets last weekend and I'm having the same problem. I couldn't get them to use their litter box inside or outside their cage. But i have figured out how to get them to use it inside their cage. Take old towels and t-shirts and place them in the corners of the cage they are using as the bathroom. The ferrets will think they are bedding and use their box. As far as outside the cage you should have multiple boxes placed in the areas they have using as their bathroom.
