USAF Soaring Program - Our Tax Dollars Hard At Work

I found this link to the USAF Soaring Program website on the Blanik Website. I wonder if the USAF would give away those decomissioned gliders to soaring clubs. After all, it was our tax dollars which purchased them in the first place.
Its my understanding that our ASK21 which we bought from HHSC was an X-USAF training glider from the academy.
