Walleye fishing in Rice Lake down?

I am from Ohio, US. It seems that half our state goes to Rice Lake fishing. Lot of the people that have come back in the last few years, say that the Walleye fishing is doing VERY poorly. (Zerbra muscles have changed the lake somewhat, making it more Bass friendly)
Any truth to that?
