Enquiries were made in the UK about the measurement form for 1212 to see if the first owner was recorded. Unfortunately it isn't here so no clues there I'm afraid.
The absence of the measurement form may mean that the boat was first registered in Canada - or another country away from the UK - and was retained by the national association concerned (I think that's the way it works). Other reasons could include the form not being filed at all or indeed that the boat was never measured in the first place - not uncommon with the earlier sail numbers.
