Hi John,
That sounds right. my system on Hell, CAN 14507 is as follows. spin halyard exits the mast side, turns around a block on the mast step to go along the CB case/thwart, at skipper it goes through a cleat to keep the spin up, then small block on spring, then pump handle, then north pump cleat (rat cleat?), finally turning block at transom going towards starbord side, turning another double block with a becket, to a double block, taking another turn back and forth and finally tying onto the becket.
It is the double block of this cascade system which is tied to the end of the bungee take up line.
The bungee itself is typically led once back and forth on blocks along the starbord tank in order to be able to pick up enough of the slack, exactly as you said above.
