I agree with Mike, Phil Locker is probably your best bet. We build boats here in PA and we have built several rudders and centerboards. They are a challenge to build correctly and do-able. But going to Phil will allow you to spend your time working on other parts of your restoration. Unless someone is looking to get rid og pieces of their former boat and have a rudder laying around I think most people who are still sailing Fireballs keep extra rudders as spares in case of breaking one on the race course. Again, talk to Phil.
