If you have already replaced the brake light switch that is attached to the master cylinder, then perhaps the problem is due to the fact that the master cylinder is not returning to its rest position and is keeping some pressure on the system. If this is the case, it seems like pulling the pedal up manually would solve the problem, unless there is some other trouble in the master cylinder. I suppose that if you really wanted to troubleshoot it, you could go to your local speed shop and purchase a gauge that is designed to measure brake fluid pressure. That will tell you if there is any residual pressure in the system when the brake pedal is released. Assuming that the pressure switch that you just installed is good (and the way car parts are made today, that's a big assumption) it seems that the problem must lie somewhere in the master cylinder.
