I installed seat belts in the rear of my '62 station wagon. You can drill through the floor most anywhere that you need to when you install the belts, but you probably should check underneath first in the area where you'll be drilling to be sure that there are no wires of fuel or brake lines routed there. I believe that the instructions say to space the belts about as wide as a person's hips, and that the belts should go into the anchors straight, not at an angle, so that the belts pull directly on the anchors without bending or twisting them. Other than that, it's pretty straightforward, except that you'll probably need someone to help you with the bolts unless you have arms like a gorilla and can reach the inner bolts by yourself when it comes time to tighten them. Since seat belts will degrade with time and exposure to heat and sun, you will probably want to change them at some point. In order to insure that you will be able to get the mounting bolts loose, you might want to coat the threads with Permatex Anti-Seize compound. That will keep out water and make the bolts and nuts easy to remove in the future.
