I had a similar problem with the timing mark on my 1962 170. I think that what happened was that I was turning the engine by rotating the fan and having the fan belt turn the engine. This puts a lot of twisting force on the vibration damper outer ring. When I went back to check the timing, the timing mark was way off. I finally decided to purchase a new vibration damper from Ford. Bottom line, don't try to turn the engine using the vibration damper. The problem may have been that the rubber ring between the inner and outer parts of the vibration damper had gotten old and hard and wasn't holding the parts together correctly, but I think that it's still better to prevent putting turning stress on the damper.
