Sounds like someone did a hack job on the tie rod end replacement. One of the ends has to have right hand threads, and the other has to have left hand threads.
A couple of years ago, the tie rod ends on my 1962 needed replacement. The shop ordered two outer tie rods ends, but when they came in, the threads were wrong. Turns out that at the factory, the car was assembled with the tie rod reversed; i.e., they put the tie rods in with the outer ends on the inside, and the inner ends on the outside. The front end guy at the shop said that he had seen this happen before, so he had to order two inner tie rod ends also, and then he replaced all four.
Sounds like this may have happened on your Falcon, too, and when the tie rod end was replaced in the past, it was the wrong thread. So they just put it in place and cranked down the locking sleeve. You may be able to fix the problem by installing the opposite kind of end. Hopefully, the threads on the locking sleeve haven't been messed up too bad.
