If you have the trim filler piece, there are notches in it where the mounting tabs go. It isn't exact but it will give an approximate location. The tabs slide in the stainless trim so exactness isn't crucial.
The only way I know how to make the square holes is to drill a 1/4 inch hole and use a needle file to make it square. (yes it takes forever) It may be easier to find a set of fenders that have the holes.
Make sure you don't lose the tabs. I have only found new ones from falconparts.com (They're $2 dollars a piece.
