I think it was to be fair.
One thing these fast track refs and unathletic VAR officials are good at is reading the rules but they don't know how to put things into practice in the heat of the game.
10 yards from a free kick, ball inside the quadrant at a corner, goalie on the line for a penalty, 45 minutes each half (they now need someone outside the playing area to tell them how many additional minutes are required), minimum and maximum perimeters of the pitch, 18 yard box and goal frame, nets all nice and tight, whistle, 2 watches, pencil, yellow and red cards, etc. etc.
They are now a waste of space as VAR may as well ref the whole game.
