Sounds to me that it is Tinea Versicolor, a pretty common skin condition due to overgrowth of the skin's surface yeast. What you are describing sounds exactly like Tinea. Sometimes an Rx can be prescribed but I have heard and seen it be pretty stubborn to get rid of.
