Actually using a hydrophilic oil which translates to a water soluble oil, nothing cleans oily skin quite as beautifully as an oil. The goal is to balance skin with the cleansing step, where ever you are starting from and proceed from there.
So when used properly the skin feels amazing, does not need a toner and is prepared for whatever next step is in line.
