I am not an expert but the commission/minimum wage is probably federal labor law. Departments stores pay a wage plus commission for that reason. wage for legal; commission to motivate sales.
If you can't bring in the repeat clients you get cut from the salon as they can't afford to pay you.
Booth renting was actually a way to make running a salon affordable by not having to make contributions or minimum wages; this also takes away the nicety of having a receptionist and other services available to the worker.
Contractors, space renting and wage or commission employees all have to comply to federal labor laws.
FICA and other taxes can be very expensive to an eployer.
