Estie, it can be done, you could get a carafe for hot water and have a bowl just for cleaning your hands. A sink is nice but not necessary,I leave to wash bowls & hands 2x, they don't mind. Everyone is different and some don't like to hear the sink constantly. Check with state board but I believe the rule is in proximity not in the room. Totally understand the quality, but it's the quality of the service that you give they are following.
