how do i mount my front bag brackets

hello again, i am bagging an 88 ranger this summer, i was reading in another forum, and they said something about having to mount your front bag mounts at an angle. Is this true? If so can you give me some tips, or any other info I can check out on the web. Any help would be greatly aprreciated.
