problem getting the yellow orb

Well I've been playing through Dragon Warrior 3 and have done everything I can do up to fighting Baramos. I've been stuck though because my town isn't developing completely, and thus I can not get the yellow orb. Are there any ways to make it finish? I've been running around for days and nothing is happening.
