I may reply more later but the points the author list fall mostly under the category of people who have no control over their dogs. Even on a leash I'm not sure it would help these folks. And then there are the clueless owners. If you don't anticipate what could happen next a flexi is dangerous but I've seen dogs on leashes that lunge out of control.
I way more prefer to see clueless people have dogs on flexis than what I see around my neighborhood - dogs off leash. If you have control over your dog and are observant enough to see what's happening around you I am fine with a dog being off leash. I can only think of 3 dogs that have passed the off leash test around here - on lady has 2 well behaved aussies and there is a senior GS another gal walks out here.
And - I'm not lazy I'm disabled :o) so I use flexi - bad boy Dirk pushes the envelope but I think he's doing ok with it.
