My vet has a Pom that was doing this, she treated him for 2 months and they ended up putting a tracheotomy in, the owner couldn't cope with it and wanted him pts which is how my vet got him, she couldn't do it after trying to save him for 2 months. She also gave me a lot of help with Ellie's as an owner as well as a vet.
Have his throat checked, cold weather is one of the triggers for a dog that has a larynx too big for their throats and this is something that Poms can suffer with. If caught early it can be tied back, unfortunately Ellie's couldn't there was too much damage. She is a rescue and I haven't had her long but the change in her now is incredible, she is so much better and apart from keeping her clean there isn't a lot of work involved.
Other breeds that may suffer from this or other breathing problems are Bull Dogs and other short nosed dogs.
