As already stated - full vet check is a must and immediately. There are so many things that can cause respiratory issues in dogs from heartworm to cardiac issues, allergies, tracheal issues, etc.
I would also recommend full geriatric work up to get a base line and check for health issues that can be more common as a dog ages.
