Anyway, the desensitizing at home is not guaranteed to work in a new place - what is learned in one location is not necessarily learned in another. That's just the way dogs are.
So yes - you probably have to go through the desensitization routine in this new place.
The GOOD news is that the more places you do this, the faster it will go each time. He will begin to figure out that *place* doesn't matter - the expectation is that when he is left alone in the crate, he is to remain quiet and wait patiently for your return. So eventually it WILL "generalize" to ALL locations because he will learn that the lesson applies, regardless of where it is taught.
Oh - I also see you say that "this is the only place he does it", implying that you have left him alone without this behavior in other places?
What are the ambient noises like in the other places? Perhaps you need to get a "city sounds" desensitization CD and play it when he's left alone at home so that he will learn to not react so anxiously to those noises.
