Citronella collars have a high failure rate over time and can cause major frustration issues over time so I would not recommend them. The collars can also create anxiety barking in a dog that was maybe boredom barking. Every dog I have known whohas had some form of no bark or fence collar used has eventually developed worse issues.
Have you tried the exhaust the dog and then make sure there are good things in the crate for him to do like stuffed Kongs and the toys that release treats if manipulated in specific ways? These may help.
What about a radio on?
How far is the place from your main home? Is this a place you could get to more to practice desensitizing?
