Hi Verna. I foster a lot of puppy mill refugees and this behavior is extremely common in mill pups because competition is so fierce for them to actually get real food to eat away from their cell mates.
I don't know if you 're still looking here or not, but if you are, I had a rescued standard poodle that would do the same thing. I tried many things but the one thing that slowed her down the most and stopped her from hurling afrer she sucked down her food too fast was this:
Go get yourself a small, flat bottomed no-skid stainless dog bowl. Then Flip it over and put his food into the little moat that's formed by the sides of the bowl. He'll actually have to work at getting the food out of there and won't be able to suck it down as fast.
I'm talking about bowls like the first two bowls that appear on this web page and am not actually endorsing the seller but couldn't find any on line to show you a clear picture of what I mean that wasn't actually out of an on-line catalogue. They're very common and easy to find at just about any pet store.:
