frantic eating

Hello. I was given a rescued Mini Doxie 3 months ago. He is about 8 months old now according to vet estimate. The problem is he eats frantically. I would guess this would be caused by something in his early life but I need to know how to retrain him. He eats his food so fast he chokes, once started on a chew item he won't quit till it is demolished. When he is allowed free roam he is frantically looking for crumbs on the floor. I do not want this little guy to get fat so give him measured amounts of a good quality food. He is 6 lbs and gets 1/2 cup food a day plus treats. Any suggestions would be appreciated.
