Sounds like he definitely needs more excercise. Do you know of any fenced in areas where you can let him run? Try blowing bubbles. Our 21 month old Lab loves chasing them- for a few minutes. LOL Then it's on to something else. I have a pop up hamper with a bunch of different balls, frisbees, bumpers, etc in it. When we go out to play, I take that with me. Really, tho, his favorite things to play with are the bubbles, and old football and his Chuckit flying squirrel. Also, if there's a doggie day care in your area, that will help him blow off some energy. Even if he only goes one day a week, it will help.
Yours isn't the first dog I've heard of that doesn't like the head halters. Choke/slip chains aren't the greatest- besides what you've noticed, they can also do trachea damage. Have you tried a prong/pinch collar? They aren't as nasty as they look. Ideally, tho, you want to be able to walk him with his regular collar. Obedience classes would be a big help in that direction, plus they'll help with his recall so you can let him run in the park.
And, an added bonus, he might even be tired after class.
