The director of the York Co SPCA just called - what a nice lady.
This did happen but the only thing she cannot confirm is that the vehicle swerved towards the dog or not, though a neighbor is corroborating the story.
The owner did send a copy of the email to the SPCA before sending it out. The SPCA is not collecting the money but did confirm that the owner is collecting for the medical bill and once she pays them, the dog will be returned to her.
