It's generally a good starting place to contact breeders who are working to produce dogs that meet the appropriate Breed Standard, and those breeders are probably exhibiting their dogs in shows which are sponsored by the local kennel club. In the United States, our most prevalent kennel club is The American Kennel Club (AKC). and the breed standard for the Chihuahua simply specifies an upper weight limit of 6 pounds. Breeders who strive to deliberately produce dogs that are very small are not considered reputable since there is so much more to producing a healthy, well-adjusted dog than simply breeding for size.
In other countries, the Breed Standard may differ, but the objective of breeding healthy, well-adjusted dogs who conform to that country's Breed Standard should still apply. I went looking for information on the FCI (Fédération Cynologique Internationale) which is a Kennel Club that oversees many member countries around the world, and found this information on Wikipedia:

• Nicaragua - Asociación Canina Nicaragüense
• Panama - Club Canino de Panama
So if you contact the club listed for your country, hopefully you will be able to then find Chihuahua breeders who are producing healthy, well adjusted dogs who you would be happy and proud to have as a pet.
