The first step would be to contact the police force he came from. There are different breeders and sources forces use to get their dogs from. Unfortunately, just the numbers of the dog are not enough.
If you can find out where the community obtains the dogs, then you should be able to trace back as long as they give you the sire and dam's names so the breeder can track.
