Dr. Who shows us that humanity survives its foibles and survives into the far future. The hero showing us this solves problems and saves the day with a tool of building and discovery, not a weapon of war.
What started as a low-budget kid's show resonated with so many of them, and many of the writers, producers, etc. were fans as a child themselves.
