Joe "Hands" Biden came up with the what is now called the McConnell rule. Libs like to portray themselves as the victims, but of course, that's just another big lie.
In 2008, when a vacancy for the Supreme Court materialized, McConnell probably the most unpopular man in Washington, was desperate to keep his job. Barry was not going to nominate Garland, or anyone like him, but the list was full of Sotomayor and Kagan types.
In order to keep his job as Majority Leader, and keep all that China money coming his way, he was faced with two choices:
One, let the candidate go in front of the Senate, where the candidate would be confirmed, because bending over and grabbing the ankles is what senate republicans do best. This would have caused a party revolt, and McConnell would have been forced to resign.
Two: Invoke the Biden Rule and hope to keep it going till after the election. When Hillary won, it would no problem to bend over and grab the ankles while the base succumbed to grief, and the establishment was proven correct. The democrats would get their candidate, and McConnell would keep his job, claiming he did everything in his power to keep the court balance.
Barry trotted out Merrick Garland, to pretend he was going to nominate a more or less moderate, mainstream, old white guy to the court. Everybody knew this was fake propaganda. Garland was never an actual candidate for the Supreme Court. He allowed himself to be used by Barry, answering any questions about his intelligence, honesty, and integrity we might have, and ironically, showed he is not in anyway qualified for the Supreme Court.
Then the unthinkable happened...
