When you do a yarn over, your goal is to have the yarn in the right place for the next stitch, so whether it is knit or purl determines which way you wrap the yarn on the needle. Additionally, some patterns do not have consistent stitch count throughout the whole pattern, but end up with the right one at the end. This is normal. I do not know about this one in particular, but many that I have done - it is better not to count the sts until the end - even though that seems counter-productive.
