Crochet Potholder - Help needed please!

I have a question about the "Crochet Potholder" on this site. The instructions say: Chain 38 or any number you want depending on the size, SINGLE CROCHET IN EACH CHAIN AROUND BOTH SIDES (no increases at the ends) continue to crochet around until the two ends meet. Sew ends together and you have a nice sturdy potholder. I know this sounds stupid but what is it wanting me to do? The part I put in all caps is what has me confused. I know an elderly lady who actually has a couple of these and absolutely loves them. I would love to be able to make her a few new ones. Thanks in advance!
