And now that I look at it some more, it could be Mike Espositi (or Mickey Demeo if you will) inks over Heck on the PepperPinup.
And I apologize for my previous post...Vinnie Colletta inked a few issues of TOS on Iron Man, I implied he was the regular inker, and it was in fact mostly Esposito during those days. He may have done the Pepper though, the facial expressions kinda look like his stuff.
