Hello, I have been searching for my father - Arthur or Stanley Woodhouse b. Exeter in the 1921 census. He was born illegitimate February 1918. I have a gut feeling he was still in the Exeter Workhouse. He would have been 3 years old. Would people in the workhouse have been enumerated? There is no place to insert 'Exeter Workhouse' when searching. His mother Phoebe Woodhouse married John Foster 1920 and dad grew up with his surname so name could be Woodhouse or Foster. My father spent most of his first years in the workhouse because of his mother Phoebe Woodhouse neglecting him. A chance he might have been still in workhouse mid 1920.. Source: April & May 1920 British Newspaper court records. Any suggestion would be appreciated. Thank you.

If you click on 'advanced options' when searching the 1921, there is a field further down the page for 'institution name' I tried 'Children's Home' (which was opened in 1919 attached to the workhouse) and Exeter as the location - it pulled up several names, but not your father. I also searched using the word 'poor' which appears to bring up the workhouse but without buying a record I couldn't be sure. Have you found Phoebe in 1921?

I did try the advanced search but not children's home. There were the two workhouses in Exeter I discovered Refhills St Thomas and the other which I assume was in the Heavitree area. Also tried a search for Phoebe my grandmother under surname of Foster and Woodhouse. The Woodhouse family has been a thorn in my side. A nefarious family ...all of them. As I write this it brings to mind Phoebe at a young age (teens) was sent away to a facility for stealing a lace collar from her employer. Now I'm wondering if she could be in a prison Thanks again Sylviah
