Discharge papers

In 1802 William Connybear left the army after 21 years service. His discharge papers contain the text " ... is hereby Discharged, and humbly recommended as a proper Object of His Majesty's Royal Bounty of CHELSEA HOSPITAL." What does this mean? Are there records for Chelsea Pensioners available for research, either online or otherwise? The papers seem to have been signed in London (William's mark), although he came from Devon. He served in the 40th Regiment of foot and 70th Regiment of Foot. So, likewise, are there any records I can access for these Regiments? Any guidance much appreciated.
