Was not born and did not die!

I have been searching for many years for my 3x grandfather. Edward Bulley stated that he was the son of Amos Bulley on the marriage certificate written at Holcombe Rogus 21 Jan 1866. On the census he claims to have been born in Torquay in 1838. Put into prison in 1869 for sheep stealing - he vanishes, with his wife remarrying in 1887 before which Edward presumably died. But no registered death.
I now have about 20 Edward Bulley's (Bulle, Bully, Bullie, Boole, Buly etc etc) born in Devon around this time. Last record is 1871 census at Milverton.
Both his sons joined the Army maybe following their father?
Any thoughts would be much appreciated.
