On his marriage does the certificate show his father's name and occupation and more importantly as [deceased]? Possibly he was shoemaker / cordwainer [1851 census shows William as cordwainer]. The 1841 census shows 2 Phillips men as shoemakers Thomas age 25 and Thomas age 50 [bearing in mind adults were rounded down to the nearest 5 years]. It is likely if father William had died [or deserted] that the next of kin would have taken the father role re apprenticeship etc, I am just speculating but I wonder if Thomas jnr appears in the baptism register and was possibly related to William sen? If you cannot trace a baptism for Thomas as well as William this may suggest a non C of E baptisms eg non conformist registers.
