I notice that on the 1841 census the couple are residing in the parish of Combpyne so it looks as if Margaret moved there after her marriage from Axminster parish.
I suggest you make a list of all the parishes adjacent to Axminster and work through them looking for her baptism. This is a slow process but often gives results.
You could also look at the Marriage Index in Devon FHS Members' Area and see what parishes Butcher/Butchers marriages are taking place in and check those out. Start looking for Margaret's baptism in those parishes nearest to Axminster where a Butcher/Butchers marriage took place up to 30 years before the date Margaret was born. No guarantee this will work as her parents might have moved parish many times since their marriage.
Another point to remember is that children were often baptised shortly after birth but this is not always the case so make sure you are covering a large time period when searching. I suggest at least 5 years before 1800 and the same after to start with in case her age has been recorded incorrectly.
Depending on where a person lived in a Parish it was sometimes quicker for them to walk to a Church in a neighbouring parish rather than their own parish church.
If Margaret's family followed one of the Non-Conformist faiths she would still have to marry in a C of E Church at this period. You also need to check out Non-Conformist records, not all online for Devon and all are not available in Devon Archives. Check out the holdings of Non-Conformist records for the Axminster area on Devon Archives website. You might need to visit the Archives to view many of these, some are available on Ancestry, Findmypast, The Genealogist. Many Non-Conformist records have not survived or are still held by Chapels & Districts.
I know she is shown on the 1841 census as being born "In County" but errors by the Enumerator do occur on census records so possible she was not actually born in Devon. Once you have eliminated all parishes in Devon you will need to start looking at other Counties.
As lots of records for the period you need are still not indexed there is no easy way to find where Margaret was baptised. Also look for spelling variations when you are searching especially Butcher/Butchers.
