You will not find a birth record for this time period, the only way you will obtain a date of birth is if that details has been recorded in the parish register on a baptism entry, this does not always happen.
I don't know what sites you are using to find records. FamilySearch does not have coverage of all parishes in Devon, they do have many BT's for Devon parishes but many of these have not been indexed and you would need to browse them. Much of the information on the IGI is user submitted and should only be used as a guide, again coverage is not complete. Findmypast has good coverage of Devon parishes but again not complete and some have not been index but you can browse them. I believe Ancestry and Findmypast have some coverage of Dorset parishes.
If you are a Devon FHS Member then check out the available parishes in the Members' Area, Combpyne is available there. There are also maps in the Members' Area showing Parishes in Devon and you can see on these which ones are adjacent to Combpyne/Axminster. You might need to browse through all adjacent parishes looking for a baptism.
Genuki will give you information about parishes in Devon. Many of the Devon Parish pages on Genuki have a link to an OPC who will do look ups in parish records. http://www.genuki.org.uk/big/eng/DEV
If you can find her burial it might be worth checking for Butcher burials, events in the parish she's buried in. If she has a headstone it might record other family members.
I would expect the Jane Butcher who was a witness at her marriage to be related to her in some way, sister, mother, sister-in-law or even Aunt. You could also try researching side wards and looking for information on Jane Butcher to see how she fits into the family, it often helps taking this approach.
If you do not have a subscription to Findmypast or Ancestry (if you want to check Dorset records) then many Libraries/Archives have free access and access if free to these sites in all LDS Centres. You can find your nearest LDS Centre on FamilySearch as they are all listed.
You could also try searching Southwest Heritage online catalogue for the Butcher name and see if anything comes up that might have some sort of connection to your Margaret. You need to select the Devon Archives area of the website and ensure you are searching the Devon catalogue https://www.swheritage.org.uk/devon-archives
