You typically can not cut part of the trunk off without severe damage to the plant and would normally cause death. It IS possible to cut off the top and plant it so that it roots in and starts a new shorter plant, but the average person typically would just kill the plant. I do have information along these lines on treating plants in my article 'never throw away a cycad' which is in my website, which is linked at the top of the header.
How tall is the main stem of this plant, and why do you think it is impossible to move?
