Those look like long, soft shelled scales. I would read my article on Asian scale on my website,(which is linked on the header) but mainly you want to spray the plant with a systemic, like Orthene, or Cygon. You can also use horticultural oil which smothers the insects when you spray them if you don't like using nasty chemicals, but a systemic works a whole lot better.
