Revoluta has no roots

Hi. I bough a Revoluta in Spring this year. It was just a caudex, about 1 foot tall. About one month after planting in a pot it flushed a nice set of leaves. Yesterday I noticed it was leaning in it's pot and it appears that is hasn't grown any roots over the summer. Is this something to worry about? Is there any way to encourage root growth. I was going to put it in an unheated green house over winter. I'm in England and rarely get temps beloe -3 centigrade .
