It sounds like your medium is better, but the seed is not absorbing enough moisture to sprout being totally above the medium. I bury mine half way down, but so that the crack in the shell where the seed will split open is not buried in the medium. That way it absorbs enough moisture, but there is less chance of a fungus getting into the crack in the seed.
