It sounds like you are keeping this plant too dry and that is why you are getting brown tips, etc. The spots can very much come from the small hail. I would fertilize with a good cycad fertilizer that promotes growth (like my Cycad Special I have on my linked website) and try to water a little more often. It will probably be needed to bring it inside. I assume there isn't any place in your new state where you can grow a sago outside all year.
