I don't know if anyone will answer this question, so I will step in. I have never used neem oil on scale, but I do know how that product works. I can just about guarantee you it won't take care of the problem. I don't know if you are trying to use something that isn't a regular pesticide or not, but if you are, at least regular horticultural oil will at least smother the scales that are on the plant now. If you have the regular black or white scales that are round, then it should work. If you have the Asain scale thenthose scales go into the roots, so you need to also treat the roots as well as the above ground plant. You might need to use a chemical for that. If that is not an option, if you use the horticultural oil, you might just have to use it every once in a while during the year because new crawlers will keep coming up into the plant from the roots.
